This Joint Health and Safety Committees (HSC) and Health and Safety Committees (HSR): Foundations course meets the minimum mandatory training requirements that all HSC members and HSRs must receive, including: • describing the duties of HSCs and HSRs and how to meet them; • the obligations of work site parties; and • the rights of workers. In addition to this minimum training, this course also introduces the employer’s obligations for establishing and supporting the HSC or HSR. The legislation governing HSCs and HSRs has changed substantially with the OH&S Act, Regulations and Code changes coming into effect December 1, 2021. This revised course includes fully updated content to reflect new legislation and meet the mandatory minimum training requirements and has been reduced in run-time from 6 hours to 2.5 hours.

Course Overview

CEUs
(Continuing Education Units)

BCRSP
This course may be eligible for 0.3 CEUs for the Board of Canadian Registered Safety Professionals (BCRSP) – Continuing Professional Development Program (CPD Program) for the purpose of recertification in maintaining the BCRSP certification. WWOC
 Program

Water and Wastewater Operators’ Certification Program (WWOC Program) approved 0.3 CEUs to apply to Operators practicing under the WWOC Program. See www.alberta.ca/water-wastewater-operator-certification.aspx for the Alberta Water and Wastewater Operators’ Certification Guidelines.

AMHSA Certifications
This is a course requirement for AMHSA’s:

  • Municipal Health and Safety Committee Representative certification,
  • Municipal Supervisor in Health and Safety certification, and
  • Recognized Municipal Health and Safety Advisor certification.

This is an optional course in AMHSA’s Municipal Manager in Health and Safety certification.

Course Topics

  • In this course, participants will learn:
    • The roles and responsibilities of various work site parties and their OHS obligations.
    • The rights of workers.
    • The expectations and duties of an HSC or HSR, including:
      • The receipt, consideration, and disposition of worker concerns respecting health and safety,
      • Participation in the employer’s hazard assessment,
      • Review of the employer’s work site inspection documentation, and
      • The making of recommendations to the employer respecting health and safety.
    • The key roles and responsibilities that an employer must understand and meet related to the HSC or HSR, including:
      • How to establish an HSC or HSR, and
      • How to support an HSC or HSR.
    • The terminology of committee meetings.
    • The criteria for effective committee meetings.
    • The traits of effective HSC or HSR delegates.

    Participants will also receive a Participant Guide, including enhanced detail on each of these topics, and templates and examples of Meeting Agendas, Meetings Minutes, and the Terms of Reference document.
    Participants will complete a final exam at the end of the course.

Online Course Duration

This course is designed to take approximately 3 hours to complete. The course is self-paced and can be stopped and restarted as needed.

Pass Mark

Testing included in this online course is intended to  reinforce the learning objectives and fulfill the requirements of the mandatory training for all HSC members and HSRs. A  mark of 80% must be achieved in order to pass the course. Participants will receive three attempts at each question that are part of the final exam.

Certificate Of Completion

To successfully complete the course, participants must achieve 80% on the final exam. Upon successful completion of this online course, an AMHSA Certificate of Completion will be available to download and print. This course is recommended to be retaken every 3 years from the course completion date indicated on the certificate.
